Programme Manager - Heat network

Our client is seeking a Programme Manager to support the delivery of energy services contracts within its Route to Zero team. The role will focus on district heating and heat network programmes, including the management of existing contracts with a District Energy Company and the development of a Green Book-compliant Business Case for the future of the Broad Street contract, which runs until 2032. This is a contract opportunity expected to last approximately 12 months, with the possibility of extension.

Key Responsibilities:

• Managing existing energy services contracts and supporting effective programme delivery
• Leading the development and formal approval of a Green Book-compliant Business Case
• Supporting strategic planning for the future of the Broad Street heat network contract
• Co-ordinating specialist advisers and ensuring contributions are aligned with programme objectives
• Monitoring programme risks, dependencies, milestones and deliverables
• Providing clear progress updates and recommendations to senior stakeholders
• Working collaboratively across energy, highways and infrastructure functions
• Ensuring governance, assurance and reporting requirements are consistently maintained

Job Requirements:

• Extensive experience in programme management within energy, infrastructure, highways or a related discipline
• Direct knowledge of district heating, heat networks or energy services is highly desirable
• Proficiency in developing HM Treasury Green Book-compliant Business Cases
• Experience co-ordinating specialist advisers and multi-disciplinary project teams
• Strong understanding of programme governance, risk management and stakeholder engagement
• Excellent communication, organisation and report-writing skills
• Ability to manage complex programmes involving public sector stakeholders and contractual arrangements
• Relevant professional qualification or equivalent experience in programme, infrastructure or energy management

Contract Details:

• Approximately 12-month contract
• Possible extension subject to programme requirements
