About this role

Connect2Hackney is the dedicated in-house talent team for the London Borough of Hackney. We place high-performing professionals into meaningful roles where they can make a lasting impact on our vibrant, diverse communities.

We are currently looking for an experienced, strategic, and values-driven Senior Quality Improvement Partner to join the Children and Education directorate. In this key leadership role, you will lead the implementation of the new requirements for our Best Start in Life and Healthy Babies strategy and spearhead a robust quality assurance framework to raise standards and outcomes across all our Family Hubs.

The Role

Building upon the success of the Best Start Family Hubs programme, you will drive strategic service improvement, align council-wide initiatives, and ensure that every infant, child, and family receives high-quality, inclusive support.

Key responsibilities include:

  • Quality Assurance Framework: Review, refine, and modernise current QA processes to align with the Department for Education's Family Hubs and Beyond (FHAB) Outcomes Framework, streamlining reporting and targeting measurable service improvement.
  • Consistent Neighbourhood Engagement: Co-design and standardise Parent and Carer forums across four distinct neighbourhood areas, tailoring approaches based on area-specific needs analyses.
  • Healthy Babies & Digital Offer: Develop the core Healthy Babies programme across all localities, enhancing the digital offer and expanding access.
  • Tackling Disproportionality & Poverty: Collaborate with Children's Centre and Hub managers to shape targeted outreach strategies for underserved communities, families in temporary accommodation, and children facing disparities in Early Years Foundation Stage Profile (EYFSP) outcomes.
  • System-Wide Collaboration: Connect Family Help teams, the Family First Partnership Programme, voluntary and community sector partners, and health agencies to streamline referral pathways and integrate priorities like Hackney's Here to Help and Poverty Reduction strategies.
  • Project Delivery & Deputising: Lead complex strategic projects from conception to completion and serve as a trusted deputy for the Head of Service when required.

About You

We are looking for an analytical project lead with a track record in early years, early help, or children's services transformation. You bring:

  • Sector Expertise: A degree-level or equivalent high-level qualification in health, social care, education, or community development, alongside substantial experience within Early Years, Children's Centres, or Family Hub models.
  • Project Management Excellence: Proven capability to design structured plans, lead strategic projects on time and within budget, and navigate complex system changes.
  • Data-Led Insight: Exceptional analytical skills with the ability to interpret performance metrics, identify strategic trends, and translate data into clear, actionable briefings and executive reports.
  • Partnership & Stakeholder Engagement: Superb communication and facilitation skills, with the presence and credibility to bring diverse partners, community organisations, and families together to co-produce services.
  • Technical Proficiency: Confidence utilising Google Workspace (G Suite), Excel, and relevant project and performance management tools.
